1.项目位置

展茅街道位于浙江省舟山市，舟山本鸟的东北部，北面临海，其中有省道穿过小镇，周边有国道通过，交通较为便利。其通往舟山其他地区也较为方便，距离普陀山8公里，距离沈家门8公里，距离东港5公里。

2.区位优势

对外通道格局基本形成：周边主要对外交通依托现状疏港公路、临螺线(临城一螺门)以及展茅街道的主要道路展螺公路。疏港公路为基地南侧边界，临螺线和展螺公路南北向穿越基地。

内部路网骨架有序推进：基地内部路网主要依托现状鱿鱼市场和周边村镇的道路组织，路网骨架尚未形成，按照计划将逐步推进。

产业区块建设初具视模：基地已建展茅工业区A、工业区B、工业区C等项目，茅洋工业区的部分用地已批，晓辉工业园区也已开工建设，北侧钓梁三期围垦工程和新螺门渔港陆域区块尚未启动。

进入基地的主要道路已建成：基地南侧疏港公路以及进入基地的两条主要道路临螺线和展螺公路已建成，可方便进入本区块。

3.交通条件

舟山港口优势：舟山港是大宗商品国际国内中转、江海联运枢纽。舟山港最大的优势在于区位接近国际航道和长江口，水深条件优越，我国7条国际远洋航线中，有6条经过舟山海域，国家批复建设的7个40万吨级以上深水码头，舟山占了3个。

四通八达的公路网络：随着宁波舟山港主通道富翅门大桥段的开工建设，未来规划将建连接上海的北向大通道，普陀的交通将更加便捷，同上海、杭州的联系也将更加紧密。区域交通上，有3个不同层次的交通圈，城区至乡镇30分钟交通圈、本岛一小时交通圈、长三角三小时交通圈。

全国铁路联网：规划建设甬舟铁路，使舟山融入全国快速铁路网络，即将开工的金甬铁路是国内首条可以运输双层集装箱的铁路，专为江海联运设计。

迅捷的航空产业：舟山普陀山机场1997年建成通航，为地方航空支线4D级机场，2018年3月计划建成升格为国际空港。

4.建设规模

茅洋工业区、晓辉工业区、展茅工业区、钓梁三期围垦区、新螺门渔港陆域区块的控规以及周边村镇的规划已经编制，是小镇开发建设的主要依据。

小镇范围内拥有海产品加工海鱼、鱿鱼业的企业拥有19家，占企业业总量比重最大企业主要集中在展茅工业区，茅洋工业区，此外晓辉工业区也有少量工业。所有产业中以水产加工为主，其他包括化工、船舶配件、新原电池、机械等产业。

5.项目定位

拟打造成为集创业、创新、智慧、文旅、生态于一体的“海洋特色小镇”，同时成为舟山建设“海洋特色小镇”的样板示范项目。

ZhanMao Ocean Features Town Project

1.Project Location

ZhanMao Street is located in Zhoushan City, Zhejiang Province, northeast of Zhoushan Mountain Bird, and faces the sea in the north. There are provincial roads passing through the town, and there are national highways passing by. The traffic is more convenient. Its access to other areas of Zhoushan is also more convenient. It is 8 km from Putuo Mountain, 8 km from Shenjiamen and 5 km from Donggang.

2.Location Advantage

The pattern of external channels has basically taken shape: relying on the status quo of external transportation in the surrounding areas, Shugang Highway, Linluo Line (Lincheng-Luomen Gate) and Zhanmao Street's main roads are shown. Shugang Highway is the south boundary of the base, and the Linluo line and the Zhanluo Highway cross the base from north to south.

The internal road network skeleton advances in an orderly manner: The road network within the base mainly relies on the status quo of the carp market and the surrounding roads of the villages and towns, and the skeleton of the road network has not yet been formed. It will be gradually advanced as planned.

The construction of the industrial block has taken a look at the model: the base has built Mao Industrial Zone A, Industrial Zone B, Industrial Zone C and other projects, part of the land in the Maoyang Industrial Zone has been approved, Xiaohui Industrial Park has started construction, and the north side has been fishing. The DiaoLiang 3rd cofferdam project and the Xinluomen Fishing Port land area have not yet started.

The main road to the base has been completed: the two rivers, the Shugang Highway on the south side of the base and the two main roads to the base, the Linluo Line and the Zhanluo Highway have been completed, and they can easily enter this block.

3.Traffic Conditions

Zhoushan Port Advantage: Zhoushan Port is an international, domestic transit hub for bulk commodities and a joint hub for rivers and seas. The biggest advantage of Zhoushan Port lies in its proximity to international navigation channels and the Yangtze River estuary. Its water depth conditions are superior. Of the seven international ocean routes in China, six have passed through the Zhoushan waters, and seven deepwater wharfs with a capacity of over 400,000 tons have been approved by the State. Three.

Highway network extending in all directions: With the start of construction of the Fuchi Gate Bridge section of the main passage of Ningbo Zhoushan Port, the future plan will build a large north-aisle connecting Shanghai. Putuo's traffic will be more convenient, and the links with Shanghai and Hangzhou will be closer. . In terms of regional transportation, there are three different levels of traffic circles, a 30-minute traffic circle from the urban area to the township, a one-hour traffic circle on the island, and a three-hour traffic circle in the Yangtze River Delta.

National Railroad Networking: Planning and construction of the Yongzhou Railway to integrate Zhoushan into the national fast rail network. The upcoming Jinyong Railway is the first domestic railway that can transport double-decked containers and is designed specifically for Jianghai combined transport.

Rapid aviation industry: Zhoushan Putuoshan Airport was completed and opened for navigation in 1997. It is a local aviation branch 4D class airport and is planned to be upgraded to an international airport in March 2018.

4.Construction Scale

Maoyang Industrial Zone, Xiaohui Industrial Zone, ZhanMao Industrial Zone, the third phase of the fishing girth reclamation area, and the Xinluomen Fishing Port land area control plan and the planning of the surrounding villages and towns have been prepared, which is the main basis for the development and construction of small towns.

Within the township, there are 19 enterprises that process seafood and processed sea fish in the seafood industry, accounting for the largest proportion of the total business industry. The enterprises are mainly concentrated in the Zhanmao Industrial Zone and Maoyang Industrial Zone. In addition, Xiaohui Industrial Zone also has a small number of industries. All industries are dominated by fish processing, and other industries include chemicals, marine accessories, new primary batteries, machinery and other industries.

5.Project positioning

It is planned to be a “Ocean Features Town” that combines entrepreneurship, innovation, wisdom, culture and tourism, and ecology. It will also become a model demonstration project for the construction of a “Ocean Features Town” in Zhoushan.
